Windows 11 My Gf’s computer won’t shut down or restart from the power menu she has to hard shutdown the computer every time.

Since her computer won’t shut down, it just stays on the shutdown screen with the dots going in a circle with shutting down on the screen she has just been putting it to sleep. I have tried updating everything I can think of but this computer is only 3 weeks old and has not once shut down properly. I have run DISM And the image cleanup and still no improvement. I have turn of usb-c controllers for power. I have updated her graphics card driver and nothing is working. The fast startup thing has been turned off and I am out of things to think of to search for.
