Windows 11 My GPU is going from 0-100% while idle, and CPU turns 100% when running any game.

The problem started when I downloaded Docker Desktop(I've used Docker Desktop on my laptop, without any problems). Docker Desktop decides that it won't work, and the GPU goes crazy with spikes and stuttering making low use interactions like typing and going to settings laggy.I closed Docker Desktop and uninstalled it, thinking that would fix it but it didn't. I've have done a factory reset that also didn't fix the problem. Task manager is showing that it is Desktop windows manager who is mostly responsible for the high GPU usage.
