Windows 7 My hard drive crashed on my dell computer. It has a windows 7 License tag on the bottom of the computer.

My dell computer hard drive crashed. It had was upgraded to Windows 10 from 7. On the bottom of the computer there’s a Windows 7 license sticker with numbers. How do a get on make a new copy of Windows 10? And how do I perform this task? What is needed ? If USB drive what size? I really need a step by step process. Thank you
