Windows 10 My internet keeps stopping for a couple of seconds when i am scrolling through a video.

Hello!I have this problem where when i am watching a youtube video and i will scroll through it to skip to a different part etc my internet just stops for a couple of seconds.This happens if i press the foward (>) or back (<) button multiple times in a short period of time.Same as clicking to different parts of the video using the slider.If i do it too fast my internet will stop.This causes any background apps that require internet to of course crash.Does any one have a solution to this?
