Windows 11 My laptop is charging but the percentage is still the same

hi,I tried unplugging the cable from the 3 spots that can be unplugged and plugged it back. nothing changed,the percantage has been %2 for the last 21 hours.I bought the computer 6 months ago so it's new.there is an another problem where computer shuts down after few seconds of opening it but I'm not sure if it's related or not.13th Gen Intel(R) Core(TM) i7-13700H 2.40 GHzhp victus laptop 15-fa1xxxwindows 11 pro
