Windows 10 my left ctrl key stopped working in win shortcuts (but still works for other apps)

I can use the (left) ctrl+t to open a new tab in the browser (so the key is working)but it doesn't work in context of the windows shortcuts. e.g. ctrl + shift + esc working only with the right ctrl
