Windows 11 My Microsoft account password was reset without my consent and now I can't change it

I have a personal microsoft account (that was created based on my personal gmail account) that was recently hacked. They used my old phone number to change its password and I only received an email after the password was changed. Does anyone know how to recover my account?I had to answer a form, but the email I got in return said that I didn't have enough information that I was actually the owner of the account.It is so frustrating -- I tried to call customer service but the robot told me to go to a website and then hung up. Thank you!
