Windows 10 My new laptop's boot time is above 14 seconds and the dealer say's its because windows 10 new update. Is this possible?

So a week ago I purchased a new laptop, the first of various issues that arised into it was boot time. Its 14.7 seconds even though the windows is stored in ssd. I contacted the dealer and they told me it was due to windows 10 new updates having some bugs in them due to which this problem is arising. And it can go 2 more months before windows 11 arrive. But I am not sure if the windows new update can cause boot time to slow down. What's your opinion on this. Can there be any other issue?Btw the model is Dell Inspiron 3501 i5 11th gen with 256gb ssd and 1 Tb hdd.
