Windows 11 my pc cannot and will not run .bat files plz help

just bought a brand new mini pc. i am planning to use it as a server cluster for ark survival ascended. and i cannot run any .bat files whatsoever ive tried about 10 different fixes and non of them have helped. so lets see what you got.
