Windows 11 My pc caught a virus and i can't do anything

So I downloaded a virus (dont know from where) and now whenever I do something to my pc try like trying to download antivirus/restarting it/deleting files, it just resets to a certain point.What i mean is, if i delete an app then the next time i shut down my pc and then turn it back on it will come back. Also if i try to delete the corrupted files my pc automaticly restarts so everything i did just disappears.
