Windows 10 My pc won’t let me do anything, and has a black screen, any suggestions?

Wont let me open settings or any apps, restarted and unplugged multiple times, background has gone and says windows isn’t responding, can I have some help?The windows bar is still along the bottom of the Home Screen, but when I hover over it it has a blue ring and when I touch it with my mouse a tab comes up saying “windows has stopped responding”
