Windows 10 my stuff is blocked for NO reason

My administrator blocked UAC and etc so this is very challanging and ive tried many ways it is impossible to do it it started when i saw my micosoft store was not there and i was confused i asked my peers in class why its not there it was normal for everyone else but mine im not very sure why but my UAC and Windows PowerShell (Admin) is blocked too please help me soon
