Windows 11 My wife's laptop will only boot into the blue screen

When it starts to diagnose the problem it wants a code to continue. Going to the repairs section does nothing. It won't even reset the pc, says there's no system restores etc. Lost at what to do next. On restarts just loops into the blue screen.
