Windows 10 my windows keeps refreshing itself and i am not able to open the file explorer it crashes or run any application

it shows dll errors i tried running sfc scanow and it showed that it fixed some but not all dism but thry showed error like The WOF driver encountered a corruption in the compressed file's Resource Table
