Windows 10 narrator will not turn off. Follow directions multiple times but it comes right back on.

Spent hours on trying to get "narrator" to stop. Paid 2 separate companies, they turned it off but it came right back.Narrator will give you the title of the webpage for a link. Press Narrator + Ctrl + D , and Narrator will take the URL of the hyperlink you are on and send it to an online service that will provide the page title to Narrator.
