Windows 10 Need help with an error

My son received a refurbished laptop (HP Elitebook 8460p) and now has a major issue with it. When he first got it, it was having issues, so we had it repaired. It was working fine, but he decided to install Hearts of Iron IV from Steam. As soon as he tried to open the game, he got a blue screen, and then the laptop refused to load. It was just spinning and spinning. Then he got the error 0xc0000001 that said an unexpected error has occurred. We don't have an installation disc, but I do have a flash drive with Windows 10 on it. However, the laptop won't register the USB plugged in. It just keeps going to the Recover screen. Pressing enter to try again does nothing. Pressing F8 to go to startup settings does nothing. None of the options work. At one point, we ended up at the Edit Boot Options screen. It currently says this:
