Windows 7 need to update a HP all in one computer with windows 7 to windows 11

I need to update my sisters computer to windows 11. I've tried everything including a clean install from a new disk of windows 11. this computer has everything needed for windows 11. the bios is from 2012, however. i gotta feeling that's the problem. it is a wonderful computer. if i can't clean upgrade to 11, can i upgrade to 10 somehow and then upgrade to 11? thank you kim
