Windows 10 .net framework feb13th update is failing to install - MS23-FEB13 (Windows10.0-kb5022498-x64-ndp481-22H2.msu)

Has anyone found a successful work-around for updating .NET Framework? I have tried manually removing all the older updates, reinstalling .NET Framework 4.81, and attempting to update to the release from February 14th. Despite trying both manual installation and WSUS, I have not been able to successfully update.
