Windows 11 Network and Sharing Center open after a lot of seconds in windows 11 22H2

Hi, I have an unusual problem: from the control panel it takes at least half a minute to open the Network and Sharing Center window. Same thing if I access from Network and Internet Settings. After a long wait the page opens successfully. The notebook has very good hardware resources (Dell Precision 7750 with 32 Gb Ram). I removed and reinstalled the network card. The non-standard things installed are: FortiClient vpn client, GlobalProtect and Barracuda. I have scanned Dell Support Assist for outdated drivers. Even after the updates nothing has changed. Do you have any suggestions? Thank you
