Windows 10 New Computer resets every 5 seconds and will not go into bios

I recently bought new parts for a new computer. The motherboard is an ASROCK 370 Fatal1ty and tower a cooler master MB510L, when I was finished I went to put the power on it resets after 5 seconds each time and does not go into bios or go long enough to register booting up, checked all new parts to make sure they were locked in correctly and connectors were in installed properly. I am hoping someone might be able to inform me of possibilities I overlooked, I've had a good friend who works with computers check it out but even he can't diagnose what is causing the issue. Any ideas would be greatly appreciated thanks
