Windows 11 New computer stuck in restart loop in windows 11 setup.

Just built a new computer and it goes to bios but when it gets to the setup page it either lets me start it for 5 seconds and then restarts and gets stuck in a loop, or just freezes. I have tried a different cpu, turned off legacy mode, turned on safe boot, and made a new install on my usb and none have worked. The picture I provided is where it gets to before it crashes or restarts which is the first page in windows 11 install.
