Windows 11 New items missing from context menu (right click menu) Win11

When right clicking the context menu appears though when I click on "New" the only choice is "Folder". This behavior is only on my desktop, Root and Folders of the C and D drives (both internal) but acts correctly on the H drive. I made test accounts and this behavior is the same on those as well.
