Windows 11 New Windows 11 pc frozen in set up - should I switch off and start again?

Setting up new windows 11 pc. Did a windows backup on my old windows 10 pc and we had got to the stage in the set up where it asked me if I wanted to use the backup. I said yes, but now been on same screen for 3 hours and mouse and keyboard won't respond. Should I switch off and start again?
