Windows 11 No Internet in safe mode with networking (Windows 11)

I need to use safe mode with networking in order to try to get a program license to be recognized (for some reason disabling all antivirus/firewalls is not enough). However, I cannot get the internet to work when I run windows in safe mode with networking. I have an ethernet connection, but it does not appear under "network" when I'm in safe mode. The only connection that appears is the one for my VPN, which is bizarre because it isn't ethernet or Wifi.
