Windows 11 Not able to shrink C: drive beyond 1.4GB?

I'm trying to create unallocated space by shrinking the C: drive. However when I try to do so it shows that the maximum amount is 1.4GB even though I have 92GB of free space. See image: View: https://imgur.com/a/CbHzuAz
Looking at windows log I see the following error: A volume shrink analysis was initiated on volume Local Disk (C:). This event log entry details information about the last unmovable file that could limit the maximum number of reclaimabl
