Windows 10 Not Enough Memory to Save 905 KB File When Using 5.8 GB Out of 16 GB!

I cannot cut and paste a 905 KB file again because I get a message saying, "Not Enough Memory" This is ridiculous as according to Task Manager I am using 5.8 GB out of 16 GB. I End Tasked File Viewer but that did not help.When is Microsoft going to fix this recurring issue?
