Windows 10 Not Shutting Down (even hibernate) when Fast Startup is enabled.

When I try to poweroff the laptop from start menu. It tries to shutdown(blue shutting down.. screen) and screen turns off. But within a second the screen lits up again on the lock screen. If fast startup is disabled, this issue no longer exists.

When I open event viewer, I see the following event:

EVENT Id:187 . Kernel-power -

User-mode process attempted to change the system state by calling SetSuspendState or SetSystemPowerState APIs.

PS: I tried many things as pointed in this question: My computer keeps sleeping. Event ID 42 & Event ID 187 are involved. Hard drive activity makes it sleep. like changing the registry values, restoring the default power schemes etc.
