Windows 11 Notepad error: File system error (-2147163896)

When I try to open Notepad, I get this error: File system error (-2147163896).I have tried to run DISM, chkdsk and sfc in an attempt to fix the issue but those found no errors.I receive 2 messages in the Event Viewer:License install storage failed for license Id d74bad95-80fd-fb25-cabc-4cf2b34ede4dType: 3Package (if available): Microsoft.WindowsNotepad_8wekyb3d8bbweUser Id(if available): Result code: 0x8004E1080x8004E108: Cannot create the process for package Microsoft.WindowsNote
