Windows 10 Nvidia control panel no longer controlling the handoff between integrated graphics and the discrete GPU. How can I stop windows from controlling this

Hardware: 2021 Razer Blade Advanced, RZ09-0409CED3; Nvidia RTX 3080Firmware/BIOS: 2.02 (released 05/2022)Windows Version: Win10 Home (21H2; OS Build 19044.2728)Issue:The Nvidia Control panel used to automatically decide the GPU to use for various applications. Now it says Windows handles this. Since then, windows has run more slowly, I get frequent BSOD crashes (WATCHDOG errors), and applications are laggy. I do not want Windows to be managing GPU selection and want to go back to how it used to be.
