Windows 11 NXDOMAIN when tring to open WiFi login page

Windows 11. Anytime I attempt to open a WiFi login page (hotel, airplane, airport, etc), the DNS probe throws non-existant domain. I've tried flushing the DNS cache, using a static DNS and reseting my adapter. Any ideas? It never used to do this and connects fine to my home WiFi and my phone hotspot
