Windows 7 Old computer will not access the internet.

I have a Galaxy S4 and a Toshiba PLL3AU-02V00D laptop. I set them to factory default in preparation to dispose of them. I set them to factory default in preparation to dispose of them. I changed my mind and want to use them for wifi connection. I connected each to my wifi network but cannot freely connect to the internet. I can get to Google on both devices but not much else. I tried CNN, Foxnews and other sites but got an error saying 'cannot display the website'. My Toshiba runs Windows 7 and the Galaxy, I am sure runs an old version of Android. The Toshi
