Windows 11 On windows 11 it says closing 1 apo and restarting restart anyway or cancel but it's frozen when I click on either nothing works

My win 11 is frozen says closing 1 apo and restarting this app is preventing you from restating restart anyway, cancel NOTHING WORKS ITS FROZEN
