So I've been having some stuttering issues in games and big performance drops then it'll go back to normal. I've also noticed that my friend with the exact same computer (Dell G7, same specs) doesn't get these and his runs smoother. I ran the whysoslow monitoring tool from Resplendence, and that told me to run LatencyMon. Here is the result (I bolded the important parts):
