Windows 11 Only getting balanced plan after system reinstall

Hello,yesterday i did a clean reinstall of windows 11 23h2. I used to have all power options available but now i only got balanced. I tried enabling all modes via cmd in admin mode but had no success. When i use 'powercfg list' only balanced is listed. Its not a BIOS thing since i checked and i don't have 'other os' option there. It also not Modern Standby since my device is only compatible with S3.I would love to have power saver back since it significantly prolongs my laptops battery life.
