Windows 11 "Open Each Folder in its Own Window" not working

In Folder Options I selected "Open Each Folder in its Own Window", clicked on Apply and on OK, restarted the laptop, but the opposite is happening, that is, all folders are opening in the SAME size window, as if THAT option had been selected. Please see screenshot.Does anyone know how to fix this? I suspect there is a Registry setting that needs to be changed, but have no idea where to look. TIA,George
