Windows 11 "Operating system error code 997(Overlapped I/O operation is in progress.)." when bulk uploading in SSMS

I'm in SSMS using bulk insert to import data from a csv file into SQL Azure DB. I am getting the following error. "Cannot bulk load because the file "Z:\Private\lliu\PINFO.csv" could not be opened. Operating system error code 997(Overlapped I/O operation is in progress.)."I've confirmed that the file is not locked and the proper permissions are set but still no luck. What does this mean and how do I resolve it?Thanks!
