Windows 11 other platform（Linux or windows10）Can't transfer files using 'scp or sftp' to my win11（dev edition）

When I want to transfer my file from Linux to my win11 by using"scp xxx.txt *** Email address is removed for privacy ***:/D:/",it shows something can't run properly, But I use the same command to transfer files from linux to win10,it works well,why?Is there something wrong with my win11?
