Windows 11 Outlook Opening When I am only trying to open a message pop up.

I typically open a new message with Outlook closed. I do so by right clicking on the icon and selecting New Message. Typically, it would only open the message window. In the past few weeks, it started opening both the new message window and Outlook together. I do not want this but am unable to figure out how to stop it from doing this.
