Windows 10 PC boots, but with no display

Hello,After a power outage due to a hurricane, my PC only sometimes properly displays onto my monitor after turning on (9/10 times it says No Signal). I have already tried using multiple monitors and cables, reseating RAM, and clearing CMOS to no avail. Have not yet reseated GPU (GeForce RTX 2060).I know it boots because my Bluetooth headphones connect, and I can hear the Windows notifications sounds. The fans and lights are all on as usual. I fear it might be damaged hardware, but I don't know where to look.
