Windows 10 PC error Lenovo Thinkpad

Hi, so I have a ThinkPad with windows 10 on it and I'm getting the Recovery Your PC/Device needs to be repaired and a system registry file is missing /Windows/system32/config/system. I can't run most commands in cmd because access is denied. I was trying to reset it with an installation media and it failed.
