Windows 10 PC lag -> reset - > super slow black screen

H97 -PRO Gamer - UEFI BIOS

Intel i5-4460 - 3.2GHz
Nvidia Geforce 970

32GB RAM
2TB HDD - Seagate st2000dm001



Symptoms

Initially I started noticing my PC was getting frequent lag spikes in games.

Overtime (weeks?) the PC itself started processing all actions slower and slower.

3 days ago, I updated it with the latest windows update. The slowness now got to a point of loading the PC up took so long I decided to do a PC reset [Keeping files, not the clean install for resale]

After Reset -
Was fine going through the new windows setup phase. The moment it logged into the Desktop booting up the taskbar etc, it became UNBELIEVABLY slow. Disk was at 100% despite the most consuming process only being 0.1-0.3ms

Thought was strange after a reset to be so slow, checked online and saw multiple posts about 100 disk problems after reset (mainly reflecting the windows 10 which is strange since I did the exact same update on my other newer PC which is having problems at all)

Tried -
- Device manager - no ! showed up

- Energy options - changed to high

- disabled windows search

- MSIsupported "1" to "0" - reboot and didnt work, still super slow.


Didnt do the below -

- Superfetch - Couldnt locate such a service on the PC

- No antivirus came with the PC

After the MSIsupport trick reboot - [this took almost 1 hour now]
- chkdsk - Healthy

Tried reboot again to test SAFE mode - loaded in and was also very slow, not as slow as normal mode but every command to do something would take 10+mins

Tried -

- SFC /scannow - OK [Took 3-4 hours]

By the time this finished, the PC was COMPLETELY FINE. [Was hoping the slow SAFE mode was a sign of bad HDD so all I had to do was replace it]
I opened device manager just in case and noticed outdated drivers with !


Decided to reboot again to boot SAFE mode with network so i can update those drivers, very slow load up and slow processing again...

^-Before trying to do the reset PC 3 times to load the safe mode options, I actually tried checking if normal mode would load up anymore. I left the boot up over night for 8 hours and it was still loading the black screen. Gave up and went straight for the 3 times reset to boot up the safe mode option screen.

On my 3rd day so far still slowly trying to figure out the problem...
Any diagnosis and ideas would be appreciated
