Windows 10 PC on Windows 2004 is getting micro stutter after 5 minutes of uptime

I have kinda a strange problem that i can't use the new 2004 Update. Recently i downgraded the software back to the 1909 version, which run perfectly on my PC. As the title says the Windows 2004 let my PC micro stutter. It is not directly after the booting progress. It begins after some minutes. Tested it 5 times (between 5 and 15 minutes).

When I restart or shut down the PC it will come to a BSOD with the Error command: DRIVER_POWER_STATE_FAILURE.

Usually the Error says that certain hardware doesn't work properly, that's why i get all the newest driver updates.


At first here are my settings:

GPU:

NVIDIA RTX2070 with latest driver 446.14

Seagate 600W Fanless

2 x internal harddrives:

OS on an Samsung Evo960 500GB SSD

WD BLUE 500GB HDD


License: Windows 10 Home N

Things, what i tried:


- Several PC restarts

- Latest BIOS and Chipset update (suggested from the Mainboard-Page)

- Latest NVIDIA update


Fourth:

Performance-Check:

CPU: 5-10%

RAM: 15-20%

HDD: 0%

SSD: 0%

GPU: 0%-5%




Do you have any suggestion to solve this problem? Either I would wait till the 2004 update will get stable and then I will try another update. It's not my intention to update again recently.
