Windows 10 PC starts to stutter and freeze when ethernet cord is connected and ethernet adapter is turned on.

Hi, this is a brand new issue that I've started experiencing. Whenever my ethernet cord is plugged into my PC, and the ethernet adapter (Realtek PCIe GbE Family Controller) is turned on in the device manager, my PC will run smoothly for a few seconds and then start slowly stuttering more and more to the point where my PC becomes nearly unusable. In task manager, my CPU slowly increases usage for a single task called "System." As my PC begins to freeze more, the task has increased usage, reaching upwards of 50% before I have to turn off the adapter. However, the second my ethernet cord is unplu
