Windows 11 PC thinks .net framework is installed, but it isnt.

So when i tried to install .net Framework 4.8.1 on my new pc, it says a newer version is already installed. While apps on my pc need it to run and cant detect it. I have tried the .net uninstaller and the repair tool. But it just doesnt seem to work. And now I have tried updating windows to its newest, but it also says it needs framework 3.5 or higher to update. Please help!
