Windows 11 PC won't boot if online

Windows 11 won't boot if I'm connected to internet. If I unplug the ethernet cable it boots fine, also if I disable ethernet driver in device manager it works too, but when I'm connected to internet when booting it gets stuck every time. Restart works fine, only full power off, power on has this issue. Windows update is updated. I checked BIOS and I don't have network boot.
