Windows 10 PC won't load into windows.

Hi I am experiencing an issue with a freshly built pc.I have installed windows 10 via the installation media. I have installed all updates.Whenever I turn the system off/ am required to restart, I cannot get past the motherboard screen that takes you to bios.19/20 times it's as far as I get and I cannot get into windows at all.I have cleared CMOS.I have attempted start up repair (to which it said nothing was wrong).I have resinstalled windows.The only times I have been able to get into windows is if I repeatedly press the delete key for 10-15 seconds which bypasses bios and then takes me to wi
