Windows 10 Phone link - clicking action in Actionable Notifications

I have the Phone Link app connected and working with my Motorola Razr+, and I receive the notifications. I can also clear individual notifications (with the x in the upper right corner) or clear all notifications. However, I cannot click an action for a notification within the Phone Link app. When I do, it appears to "hang" and nothing happens in Phone Link or with the notification on the phone. My only choice is to open the phone and click the action and/or clear the notification. I have granted Accessibility permissions to Link to Phone and I have ensured that it is not Battery Optimize
