Windows 11 phone link for iphone not connecting on desktop

I have recently attempted to set up Phone Link for iPhone on my desktop and laptop. It worked easily on my laptop by connecting and functioning. However, even though my phone is paired to my desktop it won't "pair" as part of the setup process. I have removed the pairing and retried, have shut down both devices and retried, and have removed and re-installed the Phone Link app on the PC as well as Link to Windows on the iPhone. Any advice would be greatly appreciated.
