Windows 10 Phone Link keeps crashing and doesn't show up in the apps and features on windows 10

I have tried using sfc /scannow, dism and reinstalling phone link through powershell because it doesn't even show up in the microsoft store any ideas on how to fix? i'm really trying to avoid reinstalling windows but that seems like my only option, everything is at the latest update.
