Windows 11 Phone Link Won't Connect to iPhone During Set Up

I am trying to set up my iphone with Phonelink. I go through the process of setting it up using the QR Code. When I scan it another page pops up and says "Continue pairing with Bluetooth. Phone Link requires Bluetooth to access your calls, messages, and notifications from your PC." I click continue, and it says "connecting" with a rotating circle. And it just sits there, and goes no further. When I go into my Bluetooth settings on my computer and try to add my iphone, it pops up as being seen but will not connect.
